Yeah, that's the trade off with low verbosity. It assumes the user is
comfortable with element types and isn't looking for that kind of detail. I
still keep my verbosity level ad medium.

No no. Interact with the list of users and navigate all the way to the
bottom to where it says, Login Options, and stop interacting. Then navigate
all the way to the right to the checkbox I mentioned. You probably will have
to unlock the preferences before you can check the box.

If it's the standard login scree, you have to turn it on in User and
Groups preferences under the Login Options area. You will have to unlock
the preferences first, but then simply check the box to use VoiceOver in
the login window.
If you are speaking of the Filevault login screen, this cannot
automatically be turned on.
