Hi Doug, this popup sounds like a very interesting symptom of avery well known
application installed to macs. It sounds like you may have installed or
downloaded a product called Clean My Mac or MacKeeper. It's more the later of
the two that causes this particular action.

I would not advise the use of mac keeper because it is a product that's being
exploited on the internet through areas like google's "AdChoices", etc as web
plugins to various sites used today. I do have to admit, I don't mind
applications being advertised but I don't tolerate sites instructing users to
download and install unnecessary software, then to be told upon installation,
this is a demo and to pay X amount to the developer. on a legal basis it's
known as software / product misrepresentation and they get away with it by the
way the product is advertised. not such a help for blind users where details
are actually on an image file and not as accessible text.

if either Clean My Mac or MacKeeper is installed, remove it by deleting the
application, emptying the trash and running a permissions repair.

I use OnyX as a complete and ADVANCED system kit which helps clean and keep
performance of the mac to it's best. it's worth noting though that there are
features that can without correct knowledge, do harm. I do advocate the use of
OnyX and I've promised lately that I'd be writing some settings and
instructions but you know how it is lol.

OnyX is free and worth using. latest build for mountain lion users is 2.7.3
unless otherwise stated on the developer's site.

I've used this software for years and it makes working with macs for repairs,
tune-ups, etc a real breeze.

if you need any help.

let me know
