Basically, DOM order with Safari and VoiceOver displays the website how it
visually appears. There is no attempt to organize or group elements, and the
user navigates the site just as a sighted person would see them do so.
Groups mode attempts to organize the website into groups of similar content.
In essence, VoiceOver tries to simplify and display content in a way in which a
blind user can see what belongs to what areas of a website.
The best way to see the difference is to take a site you are familiar with
and try browsing it from either perspective. This will really give you the best
idea.
In order to change the order of your favorites, you have to choose to, Edit
Bookmarks, from the Bookmarks menu of Safari. In there, you will find a table
that lists your favorites. You want to expand the section that says, Favorites,
if it’s not already expanded, and then copy and paste the favorites with
command-c and Command-v to organize them how you would like them to appear in a
specific order.
