Brian, that’s my impression with solar chargers as well. Their output directly
relates to the amount of radiation they are being input. Clouds block
radiation so the power drops assuming it’s the standard old style panel. I
know new panels work in cloudy days because they work on different spectrum.
This is panels on the house though I don’t know about the small hand held
chargers. I had solar on my house in California when I lived out there and it
was fantastic but very expensive to install. Small chargers I would figure use
older panel technology and just respond to the amount of light hitting the
surface.

Well as a solar charger works best in bright sunlight, it stands
to reason it will charge slower if it is cloudy. But if the
cloud goes away and the sun is shining bright again, it should go
back to its full charging rate.
How much do these chargers sell for? I could use one too.
