Claim 1 mentions the pivot acute angle, and the rider's weight stabilizes the 
steering wheel...
Yes, all the claims seem to focus on skateboard.

Regarding wheel shimmy, I couldn't feel much difference from the rear wheel 
today on the trail ~10mph.  However, the full seat makes a big difference in 
controlling the bike with upper back, including pedal force.  The old seat back 
was free to swivel for folding, but took out lots of control / comfort...

I am not a specialist on patents, but I can only see that the scope of the 
patent is the skateboard. The invention is not about the geometry, but is part 
of an application in the skateboard. It cannot be the pivot anyway because 
there is prior art: all the shopping carts use this geometry: pivot in front of 
wheel, negative angle.
