Well, I have managed to get a talking Pi400 for now. It wasn't through
Emteria, but Omni Rom. I haven't yet experimented whether this trick
works on other roms, but I found out about it after the dev of that
RPI4 rom replied to me on XDA.
Essentially, you are able to plug the Pi's USB type C port into a
computer for power. I have a desktop here with a USB type C port. I
plugged in the PI and in this rom, ADB is enabled on USB by default,
so you are able to adb shell in after you have connected it over USB.
This I'm not sure if it will work on every Android Rom. It could just
be that with Omni, as it's a rom more for tinkerers, ADB is on by
default over USB. However this is a great start, at least with one
rom, and I'm happy about this.
Once you connect both you will need to install talkback and Google
TTS. You will need the armv64 versions of these off APK Mirror. You
can, for now, use adb install <filename> to get these on your Pi,
although they are stored in the user partition and not system, less
reliable especially if you factory reset. Userdata is not encrypted
though, which should mean getting it to work on a lock screen if you
set a pin lock, for example.
The Rom developer agreed to include both of these APKs in the next
week's build of the rom. This is also good news.

is where you will find all of the downloads. After flashing, start
your PI but connect power to USB on a PC for the initial set up.
That's it. It's actually very simple to get going once you know and
are familiar with the steps.
