This is a very creative use of IRC or XMPP.
Log the chats, and you have an automatic transcript of the notes.
Unfortunately most IRC servers are complicated.
There's one server I know of which is trivially easy to set up. It's
called miniircd, and it's just a Python script. When I say
trivial, I mean "started with a simple shell command, no config file
necessary". I've used this both for testing purposes and as a private
server for small groups.

So miniircd and a couple of IRC clients would be a great way to do
note-taking by proxy with realtime viewing.
With IRC, a channel operator is usually able to grant or revoke voice
privileges on a channel that they control. I don't think miniircd
allows this sort of thing. If you need features, you'll have to upgrade
to a more advanced setup, with all of its accompanying
headaches.
