Well, I think you may have answered my question as well, as I was
wondering if the windows 10 core did have at least the voices if not
the screen reader itself.

You primarily run raspbian which is a derivative of Debian or Arch Linux on

The Windows 10 refers to Windows IOT which is not the same as the desktop
