You may want to try following Mike's instructions regarding running ldconfig -p
| grep ilctts
If it doesn't show anything - in other words, throws you back to a prompt with
no seeming output, then run ldconfig -p
You may have to do this with sudo. I.E. sudo ldconfig -p
But then repeating ldconfig -p | grep ilctts
Should show the ilctts library loaded.
Then re-try your configuration / making of piespeakup.

Now I have a pretty unusual error message after installing ilctts. I wget
piespeakup-1.0.0.tar.gz, then tar xfz piespeakup-1.0.0.tar.gz cd
piespeakup-1.0.0 ./configure
Error: Espeak_initialize was not found in libspeak.
Tried sudo ./configure and that produced the same results.
Also, sudo modprobe speakup_soft
And no luck.

I am about to remove the broken armv7 Arch image from the downloads
page but I will leave the armv6 image because it works on all versions.
I noticed that there is now a 64-bit Arch image for the Pi3, so I may
try that, but there is little benefit to be had from 64-bit code with
only a gigabyte of RAM.
Next job...write an Emacspeak server which uses the OMX code, and Rill
will be one happy lady.
I already have a BNF Bison parser written for the Emacspeak protocol,
just need to extend it a bit and interface it to OMX.
