Debian stable has backports that make it decent but testing is more suited
for end-users (ubuntu-like), unstable (sid) is a rolling release like
archlinux.

Admittedly, I'd probably use Debian(specifically, Debian Testing) as a
base if I was going to build my own custom distro whether or not blind
accessibility was a core goal, but that mainly comes down to
.deb/dpkg/apt being the only package management system I'm really
familiar with, not wanting to build on existing derivatives, and
Debian Stable being too outdated most of the time.
