Did you cd to /ttsprojects/raspberrypi/libilctts/src and run
make
sudo make install
before trying to run the build script for piespeakup?
I don't fully understand what make or the build.sh script do, but I'm
pretty sure building this lib is a prerequisite for piespeakup. At the
very least, this worked for me on my Pis using the same image and I
succeeded in walking a less experienced friend through it via e-mail.
