Habitat for Cerulean Warbler and Golden-winged Warbler is often particularly impacted by mountaintop removal coal mining in Tennessee and Kentucky. Right now, if a company wants authorization for a mountaintop removal coal mining project, they can apply for a streamlined Nationwide Permit 21, restricting the input of local residents and communities on projects that will pollute their streams and valleys with mining waste. The Army Corps of Engineers announced its intention to modify Nationwide Permit 21 to prohibit its use in the Appalachian region, requiring companies to go through the more rigorous process of applying for an individual permit and allowing residents greater input on projects that will affect their communities and the environment. A hearing is scheduled in Knoxville on October 13 to allow public comment on this intention.
