Perhaps the motor belt is snapped or fallen off?

The red light is a drive-access ligh,t and should go out after the power
cycle completes. If it stays on; then you likely need to change the 6502
chip which should be in a socket already. Swap that chip with a known good
one from your other PCB that you first used to identify that it was a PCB
problem.

Lights are normal. All on.

The drive doesn't spin when the drive is turned on or when then disk is
accessed

The drive does spin when you turn off for that one second.

Also the turn latch to open and close, the plastic handle is broken

What does the drive do or not do? at power up, does it pass okay or do
lights flash or stay on? does moter keep spinning or stop...or even start to
spin?
