You definitely need to format the disk first. If the disk has an existing format, the write will work, but if there are some bad sectors on the disk you'll get errors. This is my guess as to what's happening. A fresh format will usually cure this, unless the disk is physically damaged.

Brand new, never-before-formatted disks can't be written to directly. They need to be formatted first, otherwise the first sector that the program tries to write will result in an error.
