Elton and I encountered a Dulles Law Enforcement Officer whilst scanning
from the parking deck this morning. The Dulles Police Department requests
that birders call ahead when they plan to bird from Dulles, such as the
parking deck. Please call 703 572 2954. We were left with the impression
that, normally, there will be no problem. The Department simply wants to
know when you are birding. I also got the impression you can call when
enroute.
