[Va-bird] Laughing Gull with black head in Norfolk

Sorry for this late post.  On Tuesday, March 1, while driving through downtown 
Norfolk I noticed a black-headed Laughing Gull trying to navigate in the wind.  
This sighting represents my earliest for a breeding plumaged Laughing Gull in 
the Tidewater area.
