My husband was fishing along the South River today, south Waynesboro, and came
acorss a large dead bird along the bank. The bird apparently was quite
decomposed, dead for some time; hardly anything identifiable (i.e. no foot or
talon to determine if it's waterfowl or raptor) except for a large WHITE wing
and two RED leg bands with the number 63E. The leg bands were easily removed by
my husband (hope that's not illegal). We have them at home. Can someone please
tell me who exactly I should report this information to?
