In Northern Virginia, we have had several nests that are close to, or
even above, major thoroughfares, such as the Beltway. Would they qualify as
being in "populated areas"?

Subject: [Va-bird] Bald Eagle Nesting in Northern Virginia, inside Beltway
Last month some birders spotted what they thought to be a Bald Eagle nest
around the Falls Church-Annandale area. One of my neighbors emailed me
about it and I checked it out. The other birders also checked it out as
well and we have identified a pair completing a nest in a large tree about
2,000 feet from lake in the area. It is in a densely populated residential
area on private property so I don't want to be too specific about location.
I have seen a lot of Bald Eagles nests from Alaska through the Northwest to
Virginia through Florida and never have I seen one in such a populated area.
I hope they don't get spooked and abandon the nest. I have notified the
Center for Conservation Biology at William and Mary/VCU of the nest.
