It can be banded, but unless the federal regulations have changed, there are
other options, like toe clipping for private collectors. Here is thread

As noted in the thread above, enforcement is somewhat lax. In any event, I
always try to find that right rear toe on any unusual waterfowl. Necessary
though perhaps not sufficient.

Goose that was with a flock of Canada Geese at Lake Fairfax Park, feeding
in the grass (in the snow) next to the large parking lot below the park
office and dam. A fox was also seen in the field with the birds!
