Go to https://www.pwrc.usgs.gov/BBL/bblretrv/ to report bands. Eventually, ;
they will send you details about where your bird was banded and you will also
get a certificate of appreciation.

Subject: [Va-bird] GC Kinglet and banded song sparrow in Vienna
We just spotted a golden crowned kinglet, a first sighting for our yard in
Vienna. Brightened up this drab Friday.
Over the past week we've had several good sightings and photos of a banded song
sparrow, with 2 beads on its left leg, lower bead is white, upper bead is blue.
Does anyone know who is banding song sparrows like this, and where I should
report the sighting?
