Likely a release bird as you say, I've occasionally seen them in Powhatan and
Amelia Counties. In discussion with VDGIF, they told me they no longer release
them but, private landowners still do. In 2005 VARCOM determined that the
population of the species was not self-sustaining.

Subject: [Va-bird] Ring necked Pheasant
I was driving south on Rt. 231 in Rappahannock County yesterday, very
near the Madison County line, when I saw a male Ring-necked Pheasant
standing at the edge of the highway. I assume someone has released a
few from captivity in this area? Also, a little further south in
Madison County I saw a Ruffed Grouse fly across the same highway.
