Hi Susan,
Are you saying you can't see the "Outlook Files" folder in the Recycle
Bin? Select Folder Options from the Tools menu of Windows Explorer.
Select the View tab and tab down to the tree of options. Arrow down
to Hidden Files & Folders and make sure "show hidden files, folders,
and drives" is on. Tab over to the OK button and press Space if
you've made any changes.
Open the Recycle Bin again and check for the "Outlook Files" folder.
If it's still not there, visit this Microsoft page:

click on the Restoring Files from Previous Versions button, and follow
the instructions.
