Hi Joe,
To turn on the standard Weather iPhone app, go to:
Settings > General > Background App Refresh
and make sure the Background App Refresh is ON.
Next, swipe down through the list of apps and turn off any apps you
don't want running in the background (all of them, apart from
Weather).
Now, head to:
Settings > Privacy > Location Services
and make sure the Location Services switch is ON.
Swipe down through the list of apps until you get to Weather and
double tap it. On the Weather page, swipe down to Always and double
tap it. Go back to Location Services and make sure all the other apps
in the list are set to Never.
And that should do it!
