Environmental economist/economist


THE JOB 

ACTeon, a small research and consultancy company active in the field of environment and water policy is looking for a very dynamic and qualified (environmental) economist for a new full time position. This expert will participate in studies and projects of ACTeon dealing with environmental policy development and implementation in Europe and neighbouring regions in the field of water but also in the field of renewable energy/climate change, nature protection and marine issues where ACTeon is currently developing new expertise. She/he will:
 Lead projects and activities under her/his responsibilities (development of work programme, mobilisation of resources, internal and external communication, reporting, contacts with clients);
 Lead the development of new activities and projects in the field of renewable energy/climate change; 
 Develop and apply methodological frameworks for analysing information on topics of relevance to ACTeon’s activities;
 Participate in the design and implementation (e.g. surveys, interviews, data analysis, etc) of case studies in different countries;
 Prepare synthesis reports on policy development and implementation, socio-economic impact, application of economic instruments in the field of environment, public participation, institutions…
 Organise workshops and seminars on these topics (practical organisational issues, preparation of background notes, animation, etc) – and participate in workshops, seminars and conferences as needs arise;
 Organise/participate in capacity building activities, i.e. training of experts, helpdesk services on specific topics, preparation of training materials, etc.
 Participate in the overall management of ACTeon - development of information and communication, of new projects and activities, of new partnerships, management/guidance of junior staff…

REQUIRED QUALIFICATIONS

 M.Sc. in environmental economics, economics or environment management with modules in economics;
 Minimum five years working experience in the field of environmental policy/economics expertise in renewable energy/climate change or marine issues (including experience in the management of projects) is a clear plus! 
 A very good knowledge of English is a pre-requisite for this position. Other languages (in particular French or Spanish) are seen as an advantage.  
 Very good (written, oral) communication skills.



It is expected that the expert will (i) be able to work independently, (ii) have a good sense of responsibilities, and (iii) feel at ease in team work with partners and experts from other disciplines and countries. 

POSITION

This is a full time position at ACTeon in accordance to French regulation and law in terms of social security, holidays, etc. The contract will be for an initial period of one year, renewable and transformed into a permanent position depending on performance. Confirmation of the appointment will take place after a three month probation period. 

WORKING ARRANGEMENTS

The expert will be part of a small team of 5-6 experts. She/he will work in collaborative projects involving a wide range of organisations with different expertise (technical, socio-economic) and from different (mainly EU) countries. Projects currently under way include activities in France, Latvia, Slovenia, Malta, Morocco, Bulgaria… 
The position is located close to Colmar (East of France). As the expert gains independency for the management of some projects/activities, and takes increasing responsibilities, the possibility to work partially from home (e.g. 25 % of the time) could be considered. 
Missions abroad (within Europe mainly) is part of the position. At the start of the appointment, limited travelling is expected – but travelling within Europe is likely to increase as the expert takes more responsibilities and projects. 
The possibility to combine advanced studies (e.g. Ph.D.) and working at ACTeon can be envisaged. 

SALARY 

A starting yearly salary of around 32 000-35 000 € (brutto) is proposed for this position. This is negotiable depending on the qualifications and the experience of the successful candidate and the possible combination of studies and work. Significant increases in salaries can be expected depending on the expert performance and her/his willingness to participate in the development of new activities at ACTeon.

Junior environmental economist/Economist

This junior expert will participate in studies and projects of ACTeon dealing with environmental policy development and implementation in Europe and neighbouring regions in the field of water (e.g. the implementation of the EU Water Framework Directive) but also in climate change/renewable energy, nature protection and marine issues where ACTeon is currently developing new expertise. She/he will:
 Develop and apply methodological frameworks for analysing information on topics of relevance to ACTeon’s activities;
 Prepare synthesis reports on policy development and implementation, socio-economic impact, application of economic instruments in the field of environment, public participation, institutions…
 Participate in the design and implementation of case studies in different countries (e.g. surveys, interviews, data analysis, etc);
 Help organising workshops and seminars on these topics (practical organisational issues, preparation of background notes, etc) – and participate in workshops, seminars and conferences as needs arise;
 Provide input to the organisation of capacity building activities, i.e. training of experts, helpdesk services on specific topics, preparation of training materials, etc.
 Provide input to the development of information and communication activities;
 Participate in the development of new projects and activities. 
In the longer-term, ACTeon will provide key opportunities for the junior expert to take initiatives and responsibilities and thus to develop professionally in the competitive European market. ACTeon will provide support to the development of new projects in specific market niches of particular interest to the junior expert.

REQUIRED QUALIFICATIONS

 M.Sc. in environmental economics, economics or environment management with training modules in economics;
 No specific working experience is required for this position, although past experience or internship in fields of interest to ACTeon will be very valuable. 
 A very good knowledge of English is a pre-requisite for this position. Other languages (in particular French or Spanish) are seen as an advantage.  
 Very good (written, oral) communication skills
 Experience in the use of Excel/databases/statistical software is seen as an advantage.
