It would be a good feature for Windows itself to report when an app can't open an audio input due to privacy rules.

When Windows 10 April update installed it took me a long time to find out why an app I wrote years ago for monitoring the audio input (for silence exceeding 30 seconds, a signal monitoring requirement) stopped working. There was no indication that MS had started locking out the microphone globally.

A user notification that microphone was not available to my app because... would be very useful.

There’s no API to be able to audit failed attempts by other apps to access the microphone (and I’m not aware of a native Windows report) but that sounds like a good feature request – can you file it in Feedback Hub?
