The only thing you can send through WHQL are drivers for a specific device. You could get your filter signed as part of a driver stack for a specific device, but for a "generic" filter, there's nothing to sign. You don't have an INF file or a CAT file, so there no place to put a signature. And in order for someone to use your filter, they have to modify their own INF file, which invalidates their signature.
