You have made the very common mistake of thinking that "WHQL == logo". 
That's not true.  The logo program is a superset of the WHQL signature
process.  You can certainly run your WaveCyclic driver through DTM and
submit it for a WHQL signature in the unclassified category.  You just
can't get the legal right to use the Windows logo on your packaging.
