If PSS determines that the failure is due to a bug in Microsoft code (either in 
Windows or in the test) then the fee is waived.

What type of support do you mean? On this page, I see only a fee-based support 
offer from MS, other options are related to forums, MSDN, KB etc. Should I pay 
while reporting a non-understandable and suspicious issue?
