No, but neither can Audacity's standard record pick a URL. 

Audacity records from the device selected in Device Toolbar,
and records whatever signal is coming into that device.

You can turn on Transport > Sound Activated Recording, then 
Timer Record would use that method of recording. This means
that recording would pause when the input signal fell below 
the amplitude threshold level you specify. But this doesn't yet 
have pre-roll or post-roll, so the result can be "jerky" or omit
a little more than intended. 

For removing silence in an existing recording, Audacity has 
Effect > Truncate Silence.

Total Recorder is I think a recommendable product for the price, 
I was just wanting to clarify that Audacity does have a recording 
scheduler.
