The news letter does make a good start at better communication about a particular book.
We know a submitter and validator often work as a team to get a book into the collection. Let's continue to give them each one book credit for the work each has done on a book. Perhaps a book requiring a quick fix by a submitter or validator can be returned to step 1 with "hold for s or v" so only one of those two people can make the small change necessary and send the book to the validation queue.
