Tammy, you don't have to reject the book. You can rescan the badly scanned or missing pages. I've done this when proofing a book. It takes less time to rescan a few pages than it would to fix them up if they're badly scanned. And of course, if they're missing, then you have to either rescan them or ask the original submitter or some other volunteer to get the book and do it. But if you have the book, then it's altogether simpler and faster to rescan them yourself.
