The problems you describe are certainly grounds for rejecting a book, but if you are able and willing to fix them then you are under no obligation to reject it. If you need to scan some of the pages then go ahead. Another possibility might be to scan the whole thing yourself. If in your opinion it would be less trouble to rescan the entire book you might want to just reject it and submit the rescanned copy as your own submission.
