Aha, an English major with good logic skills!
The answer is in what gets defined as "navigation" - a case of being
persnickety with prepositions I suppose.
Body text is the goal you navigate to. Everything else is the means you
navigate with.
Five levels but only four for navigation.

If any book may have only four levels of navigation, why does Bookshare use
five? Am I to assume that if one used 20 for title, 18 for sections, 16 for
chapters and 12 for text body, one could not use 14 for subheadings as this
would be five levels?
