What skill does somebody new need that the people their do not have? I do
not understand what kind of new skills are required to
1. update the step 1 step 2 and admin queue on some kind of regular basis
say once a month
2. update the wish list once a month

You apparently didn't understand. The new person will not be working in a brand new area. Route 66 has been a project of Benetech's for some time, and Janice has been working on it along with Bookshare. Together they make up Benetech's Literacy programs. While the Product Manager won't be working on Bookshare full time, it's my understanding that the majority of that person's time will be devoted to Bookshare.
Also, the solution to Bookshare's primary problem is to hire someone who has the experience and organizational skills to understand which fixes/requests to give the highest priority and insure that the work is done with those priorities in mind. It's obvious that the current staff doesn't have the required skills, so someone who does must be hired.

I am sorry that bookshare is planning to hire more staff in a brand new area before its present staff concentrates on solving present long standing issues. Of course bookshare is a shared project, fueled by the good will of many many volunteers. We need to remember that there is share in the name, org in the title and that the agenda is a group effort as many have so righted noted.
