[bksvol-discuss] page numbers and the volunteer manual

I'm trying to edit Thistle and Twig, by Mary Sauns, and I'm a little confused 
about the directions in the volunteer manual. I will paste what confuses me 
below.

Blank pages are often found in the following places in books:
list of 8 items
. After the Table of Contents
. After the Dedication
. After the Acknowledgments
...
Note that books often begin numbering pages with the first page of the main 
content, but page numbering can also begin with the first page of a book. When
numbering begins with the first page of the book, then blank pages should be 
included in the front of the book to preserve page numbering.

This book contains pages after the table of contents and in the back of the 
book before information that is not part of the core content: about the author, 
book jacket, and acknowledgements. However, no page numbers are listed outside 
of the core content. Do I keep the blank pages or squash them? I really want to 
do the job right the first time.
