The British do not use the apostrophe instead of quotation marks. They use single quotation marks rather than double quotation marks and double quotation marks rather than single quotation marks. The single quotation marks are not the same as apostrophes. If I understand smart quotation marks correctly they are the kind of quotation marks that I used to be used to seeing in print books. The closing quotation marks are upside down in relation to the opening quotation marks. That is the case with single quotation marks too and even though a single quotation mark in one position looks just like an apostrophe the reverse looks like an upside down apostrophe. That means right there that they are not apostrophes. If they were you could just as easily say that Americans use apostrophes for interior quotes.
