Jill,
    Validation of course is still meant to be a task that doesn't take that
long. Striving for perfection can push the task past its original intended
goal and thus the time limit.
    Renewing a book doesn't take but a minute to do. As well if a volunteer
decides not to complete a book and is a newbie or simply forgets, then the
book spends less time languishing on that volunteers Step 2 page.
BookShare's main goal is to be a timely publication service, not another
slow one.
I think perhaps a better suggestion is to have an email generated warning
the user of the books pending experation. Such an email would give
volunteers time to renew the book rather than having the notice go out when
the book returns to step 1.

As a final note I thinkt the amount of credit a validation is worth attempts
to show how the step is to be performed. (I'm not saying anything against
those of you who go above and beyond the call of duty when validating, I'm
just noting how the step was intended).
