Since the standard font size is 12 point, then, unless the chapter has subsections, its title can be in 14 point. As Madeleine mentioned here not long ago, a two point differential is sufficient for the Daisy converter. The chapter title need be in 16 point only if there are headings within the chapter, and those headings should be in 14 point.

You *must* put chapters in larger headings font in order for the DAISY converter to know that this is a heading, a DAISY element! It all started when we were talking about chapter titles that had just single numbers instead of having "chapter" with them. Then, it's morphed into this whole crazy malarkiface about blank lines. The blank lines are immaterial! You don't necessarily need them between chapter titles and the accompanying text, but what you do need, what you have to have, in fact, is the chapter titles in larger font! This is a prerequisite for making a book into DAISY format.
