Yes, they do!

When you go in to the manage layouts dialogue box, along the top of the window, there'll be DX FX, DX Instruments, VST FX & VST Instruments, and not necessarily in that order!

You might, at first, have to do some jiggery-pokery with the JAWS cursor, & use the left mouse key to get started, but then you'll find a veritable plethora of options/stumbling blocks/whatever!

So, for instance, you'll be at the top of the list of DX plug-ins, in order to select the ones you want, highlight the particular plug-in name, press tab, & JAWS should say something like, "Add to list", press enter, then press shift+tab to get back to the DX list and do the same for each plug you want!

Next, shift tab to the top of the window where DX FX, VST FX etc. are located, and cursor to the next list of plugs you want in this particular layout.

Next, comes the prob I always had an issue with, & that was entitling/naming the plug-in layout! Well, you'll see when you get to it, I dunno, it, hopefully, will be a breeze for you, but good luck anyway...
