I know Audacity has a tone generator, which for me is pretty accessible. I'm not sure if you can put tones all into one track though. Usually when I do it, I put them into multiple tracks, then mix them down to one. I could just go download 20000 sine wave sample files from the internet if I can find it someware, but it would be a lot easyer to have it all in one little piece of software.
