if there is no data in that space, you can just cut the data that is further on
the project and paste it in that spot.
just be sure that it was pasted correctly before saving.

I inserted some empty measures on some tracks in a sonar project. How do I
delete those? I tried selecting the area and hitting control delete, but that
dialogue won't open unless there is recorded material within the selected areas.
