Sorry, that wasn't too helpful.  How long a go did you install Windows XP?
Was it a clean install with all patches slipstreammed into the install?  or,
have you had that build on you're machine for quite some time?  If the
latter
 then, it could be time for a clean install of Windows and software again.
Thank goodness I won't have to do that until the next version of Windows
comes out as I have Windows, imaged in various states.  Thannks to Sean,
herman and Jack for getting me into using Acronis.  If you have a clean
image of Windows with software installed then, you won't have to do that
either.

in the meantime, what can i do to remedy the latency situation that i
mentioned? i won't be upgrading to w7 for some time. just don't have the
time right now to reinstall everything on my drive because of client
schedules, etc. Also, synths like hypersonic don't run on w7, and i'm not
ready to give that synth up quite yet.

that's not what I said.  You are not fully utilising the full power of that
system, and won't until you upgrade to Windows 7 64 bit.  No reason not too
as CT is 64 bit ready.  Mind you if you do, you will probably want to still
install the 32 bit version of Sonar that is, if you're using REX content.
That's because Propeller Heads, haven't compiled a 64 bit .dll yet.  I have
and run both 32 bit and 64 bit Sonar on Windows 7 Professional 64 bit.
Getting back to the issue in hand, if you have any 64 bit ready synthes
then, you will benifit with running a 64 bit OS and applications such as
Sonar.  Even if you don't, you will still be abel to benifit from utalising
all of the RAM that you have installed.  Hmm, actually you do havve some 64
bit ready stuff that I can think of.  Dimension Pro and Rapture LE.

Upgrade you're OS to Windows 7 as you're not able to utalise that system
fully.

Even when I freeze tracks save the project and reload it I still have
problems with latency, I just don't think my computer can cope with 16
softsynths so that's why I step record everything I do.
 
The one day there was little droplets of water, I thought it was because I'd
over dampened the reverb, but it wasn't that, it was tears from my computer
that just can't cope.
 
Seriously, it is incredibly thrustraighting.

I notice that when i load more synths into an existing project, i start
getting latency when playing. in a new project there's no latency. i'm
assuming this starts happening in an existing project because of the amount
of audio tracks there? Is there a way to deal with that latency?
