Brian, try importing the songs into Sound Forge and run the Statistics function on each of them. Pay attention to the average RMS loudness, not just the peaks.

You want the peaks to stay below 0dBFS, but what determines how loud the song seems, compared to other songs before and after, is the average RMS loudness.

Two files that peak at 0dB but average at -12dB and -16dB averages, will sound very different in terms of perceived volume.
