I actually use Gold Wave because I'm cheap and it's fine for basic editing of a wave file. It's also quite accessible without scripts although they do exist. For more advanced mastering outside Sonar, I have heard good things about Sound Forge but never really used it. It didn't seem to have a good pop and click eliminator like Audition for transferring vinyl. That would Bob a good topic here; Sound Forge VS. Audition.
