Digging deeper, I think this is an issue a Code "placement".
 
If the ptys# code appears AFTER the opening <para.> Style,
the first line of the paragraph will NOT be indented.
 
Whether placed before or after, the # will leave that number
of spaces before the second and subsequent lines relative to
the left margin of the document.
 
(I hasten to add that my test was with 10.6 (SR4))

In either case, the first line of the paragraph will be
indented because of the paragraph code.

        Two possible ways here.

         

        a)      Place your cursor at the beginning of the
paragraph.

        b)      Go to the Layout menu, and select "Runover
Offset", when you can select how many characters you want to
indent runovers by.

        c)       To end the process, select a Runover Offest
of zero.

         

        Alternatively 

        a)      At the point you wish to begin this, enter
the Code ptys# where # is where you want runovers to begin.

        b)      The Code ptye will end the above and revert
to normal paragraphs.
