[duxuser] Heading 1 Going to New page

I have a document in which I have used the heading 1 style. I've not
noticed this before, but the three lines of the heading print at the top
of the page and then Duxbury goes to a totally new page to begin the new
page which is set up as an exercise (which I modified from the list
style.) How can I solve this problem?
