Yes, I think if the approach taken were the same as with any html file,
then the overall accessibility of the content would be improved.

There are many accessibility sites providing guidance on this.

The 'frames' approach mentioned is one.
I'd quote the memory needed when navigating in general. Since link history
is required to be remembered, keep the link count down to a minimum,
and note that the originating context must be included in this, e.g. I was
in
column 3 of a table when I hit the first link.
