George,

Its not so much how accessible the help application is, its how
accessible the help files in general are.

For example, like any HTML document, a help file san contain any HTML
element such as graphics, text, tables, etc.  If these are not
correctly implemented (i.e, having alt text on graphics) then the help
files become less accessible.

Another annoyance is the f6 key to move from contents pane to the help
text - this works in some files but not other files for some reason.
