"Haddock" is actually one of the words they use as an example in the lesson 
books. If you have the fifth edition of the lessons, the example is on page 
9-4. It is also shown in the Problem Words section at the end. The correct 
contraction usage is ha[dd]ock.

I thought I was told that upper part of the cell would take priority over a 
choice using the lower part of the cell, so, if that were the case, it would be 
456h, then dock.  The word haddock would use 6 cells using either choice.
Does anyone know what the Library of Congress would consider correct format for 
this word?  I am a novice so am curious.

And it is the same for BANA.

I will try to be clear. "Haddock" offers the choice of 2 contractions:
1) "had" to 456 h (saving 1 character)
2) "dd" to dropped d (saving 1 character)

So either choice saves the same, but choice 2 is considered "simpler" since the 
contraction is one braille character instead of two.
Thus, we use the dropped d
