Unless you password protect the attributes, something that I have never heard of being doable, you cannot create a read only document that is not alterable. All someone needs to do is change the file attributes in the properties. A second way to bypass the read only restriction is to select the entire document and then paste it into a new on which is editable and make any desired changes. If you are trying to create a distributable file, placing it on CD-Rom is probably the simplest way to go, and state that the official version of the document is the CD Version of the document.
